OpenTelemetry (gRPC) Access Log

Configuration for the built-in envoy.access_loggers.open_telemetry AccessLog. This configuration will populate . OpenTelemetry Resource attributes are filled with Envoy node info. In addition, the request start time is set in the dedicated field.
